Annual Plan 2026-27

An Annual Plan refers to the comprehensive project document of development and welfare activities that a Grama Panchayat intends to implement within its jurisdiction during a financial year (from April 1 to March 31).

Simply put, while a budget states the income and expenditure of money, the annual plan determines precisely what things will be done using that money and how they will be executed.

As part of Kerala's People's Planning Campaign (Janakeeyasoothranam), this is prepared in a very systematic manner. Its main features are as follows:

1. Main Sectors Included in the Annual Plan

  • Productive Sector: Schemes to improve agriculture, animal husbandry, dairy development, and small-scale industries.

  • Service Sector: Schemes for education, health, drinking water, sanitation, housing (e.g., LIFE Mission), and the welfare of women and children.

  • Infrastructure Development: Construction and maintenance of roads, bridges, public buildings, street lights, etc.

2. Preparation of the Annual Plan

In Kerala, a panchayat's annual plan is formulated with the participation of the public:

  • Gramasabhas / Ward Sabhas: People in each ward gather to discuss the needs and problems of their area and submit proposals in order of priority.

  • Working Groups (Expert Committees): Committees formed for various sectors like agriculture, education, health, etc., convert the proposals received from Gramasabhas into precise project proposals.

  • Approval of the Panchayat Governing Body: The panchayat governing body discusses these projects and gives final shape to the annual plan.

  • DPC (District Planning Committee) Approval: The plan prepared by the panchayat becomes eligible for implementation only after the District Planning Committee (DPC) reviews and grants legal approval.

3. Where Does the Funding Come From?

Three main types of funds are primarily used to implement the annual plan:

  • Development Fund: The amount provided directly by the government to local bodies.

  • Maintenance Fund: Received for carrying out maintenance work on roads and buildings.

  • Plan Allocations / Own Funds: A portion of the locally collected tax revenue is also set aside for this purpose.

If a panchayat's budget is a financial "target," the annual plan is the "road map" or action plan prepared with public participation to reach that target.
